Admiral Al Harms – Director
Al Harms received his Bachelor of Science degree in Biology from the University of Illinois and his Master of Science degree in Statistics from Texas A&M University. Commissioned into the United States Navy through the Naval Reserve Officer’s Training Program, he completed flight training and served in various A-6 Intruder squadrons prior to commanding Attack Squadron 75, USS Shreveport (LPD-12) and USS Nimitz (CVN-68). A distinguished graduate of the U.S. Navy’s Test Pilot School and the NATO Defense College, Mr. Harms was promoted to Flag (General Officer) rank in 1996 and had five follow-on assignments including Commander, Carrier Strike Group Three, and Deputy Commander, U.S. Pacific Fleet in Honolulu, Hawaii. Vice Admiral Harms concluded his career as Commander, Naval Education and Training Command, and transitioned from active duty in January 2005. As the Chief Learning Officer for the U.S. Navy, he led a broad transformation of all Navy education and training, including world-wide organizational realignment, expanded distributed learning capabilities, enhanced IT support systems, and comprehensive curricula re-engineering centered on human performance principles and the science of learning. From 2005 to 2013, Admiral Harms served as Vice President for Strategic Planning and Initiatives and Special Assistant to the President at the University of Central Florida. In addition to his responsibilities on the University’s senior leadership team, he was actively involved in leading-edge research at the University’s Institute for Simulation and Training, and served on various academic, scientific, corporate and philanthropic boards across the nation.
Chief Joseph Hellebrand – Director
Joe Hellebrand is a member of the Command Staff of the Brevard County Sheriff’s Office. He is the former Chief of Police of the Canaveral Port Authority Police Department and former Deputy Chief of the Melbourne (Florida) Police Department where he had 30 years of service. Chief Hellebrand has served in a variety of positions to include Patrol Officer, Field Training Officer, Canine Officer, SWAT Officer and Team Leader, Sergeant, Lieutenant, Emergency Services Team Commander, District Commander, Commander, and Deputy Chief of Police. Chief Hellebrand has a Bachelor’s Degree in Public Administration and a Master’s Degree in Criminal Justice and has completed over 4,000 hours of law enforcement training. He is a graduate of the 197th Session of the FBI National Academy, the FBI Law Enforcement Executive Development Seminar, and the Florida Criminal Justice Executive Institute. Chief Hellebrand is a founding member of the Florida Law Enforcement Data Sharing Consortium and is largely responsible for bringing Florida’s Space Coast police agencies into the post-9/11 information sharing effort. He is currently the Chairman of the Consortium having served as its Vice Chair for several years. In 2013 Chief Hellebrand was elected by his peers to the National Executive Board of the FBI National Academy Associates and will ascend through the chairs to National President in 2021. He is also an instructor for the Police Standards and Training Commission and has taught Criminal Justice and Law Enforcement related classes at the College level and at the Police Academy.
Chief Carl Metzger – Director
Carl Metzger is the Chief of Police of the University of Central Florida Police Department. He received his Bachelor of Science Degree in Finance from the University of Florida and his Master’s Degree in Criminal Justice from the University of Central Florida. Chief Metzger also completed the DEA’s Narcotics Commanders’ Course in Quantico, Virginia, and is a graduate of the Southern Police Institute’s 39th Command Officers Development Course. Chief Metzger began his career at the Orlando Police Department in January 1989 and worked numerous assignments, ultimately retiring with the rank of Deputy Chief. His final assignment with the Orlando Police Department was Patrol Services Bureau Commander, where he was responsible for nearly 400 sworn police officers and employees, five police substations and a service area of approximately 110 square miles. Upon his retirement from the Orlando Police Department after serving for 26 years, he was hired by the University of Central Florida Police Department as Deputy Chief and served as Operations Bureau Commander with responsibility for the Patrol Division, Criminal Investigation Division, Special Investigations Unit, K-9 Unit, Intelligence Unit, Fleet, and the Victim Services Unit. He was named Chief of Police of the University of Central Florida Police Department in June, 2018. Chief Metzger is a member of the Central Florida Criminal Justice Association, the Florida Police Chief’s Association, the International Association of Campus Law Enforcement Administrators (IACLEA) and the International Association of Chiefs of Police (IACP).
